The company Mangystau Oil Refining, LLP is located in Aktau, Mangystau region at the address: industrial zone No. 5, building No. 16.
The main activity of the company is the acquisition, storage and processing of oil to obtain dark and light oil products.
The company was founded on May 2, 2017. In the same year, the first stage of the Raw Hydrocarbon Processing Complex was launched, the refining output is 65 thousand tons per year. In the 4th quarter of 2020, the second stage of hydrocarbon processing was put into operation, with a design capacity of 300 thousand tons per year. In 2024, the third stage of commissioning of the processing of hydrocarbon raw materials, with a design capacity of 830 thousand tons per year, is envisaged.

The production equipment of the mini-refinery (hereinafter referred to as the plant) is based on a modular unit for the primary processing of crude oil produced by Ukrneftemash ERS, LLC, Kharkov, Ukraine. The plant is designed taking into account all environmental safety standards and safe environmental impact.
Our Company is the only one in the region with a project of this nature, which makes it possible to sell the Plant’s products without problems, thereby partially closing the demand of the region with fuel and lubricants. The Company’s location near the Sea Gate of Kazakhstan allows free trading of fuel oil to the Caspian states. Heating oil, produced by the plant will be supplied for bunkering of tankers and ships of KazMorTransFlot, JSC. Gasoline and diesel fuel will go entirely to the domestic market. This project is implemented partially with own and borrowed funds (second-tier banks).
The convenient location of the plant in the industrial part of Aktau, as well as the presence of its own access railway tracks, allows the shipment of finished products without any problems. The Company also has its own tank farm for intermediate storage of finished products. The company has an administrative and production building with a total area of 11,000 m2, where we also carry out internal cleaning of railway tanks from bottom sediments.
At the same time, a project for washing railway tanks from the outside is undergoing a state examination – the only one of its kind in the Republic of Kazakhstan, in the future. The company has its own fleet of trucks for transportation of oil and petroleum products.For supply of raw materials to the plant according to KazTransOil, JSC system, the Company has received specifications for construction of an oil pipeline. Also received technical conditions from NC Aktau International Sea Commercial Port, JSC for the construction of an oil pipeline for the shipment of finished products by pipe transport. Pipe transport is the cheapest today in the world, so the above activities will allow to have a high value added on the product produced.
The existing facility has a developed infrastructure. The Company owns:
1. Electrical networks;
2. Boiler rooms for space heating;
3. Water supply;
4. Gas supply;
5. Railway tracks and automobile tracks;
6. Preparation of railway tanks for loading dark and light oil products;
7. Crude oil preparation workshop.
In the near future, will be performed supply pressure sewage work. Infrastructure development, construction of auxiliary premises, etc., are carried out by the Company’s means.
Our Company is mainly focused on selling finished products to wholesale customers. If this is an export, then companies such as Socar Marketing, if we talk about the domestic market, then these are large, both regional and republican enterprises. The absence of competitors in the region makes the project highly profitable in economic and social terms. The main factor is a large and constant demand for fuels and lubricants.
Materials and equipment for current activities and construction are mainly purchased from manufacturers of the Republic of Kazakhstan and the countries of the Customs Union, with the exception of basic equipment. The main equipment suppliers are European manufacturers. The equipment purchased using advanced technologies meets international environmental standards and is adapted to the legislation of the Republic of Kazakhstan. The technologies used in production comply with both international and domestic standards and regulations.
Mangystau Oil Refining, LLP has its own testing laboratory (TL), which conducts laboratory tests and analysis of oil, oil products.
TL of Mangystau Oil Refining, LLP is accredited in the accreditation system of the Republic of Kazakhstan for compliance with GOST ISO / IEC 17025-2019. Accreditation certificate No. KZ.T.13.2128 dated September 29, 2023.
In the period from September 21 to September 23, 2022, Mangystau Oil Refining, LLP passed the recertification process for compliance with: ISO 9001: 2015; in the field of environmental management ISO 14001: 2015 and labor protection ISO 45001:2018 by the certification body TÜV Rheinland Kazakhstan, LLP, which is the official representative of the international concern TÜV Rheinland Group in the Republic of Kazakhstan and the Caspian region.

Mangystau Oil Refining, LLP (hereinafter referred to as the Company) regularly improves the production base: modernization, reconstruction and new construction. Any changes, related to construction and installation work on the territory of the oil depot, are accompanied by a number of design documentation, which must undergo a state examination, after which the facility puts into operation.
Thus, after a number of commissioned facilities on the territory of the production base, our Company in current 2023 is preparing to commission the next large-scale project “Reconstruction of production facilities on the basis of Mangystau Oil Refining LLP”. To date, the above Detailed Design is undergoing examination.
Currently, our Company is actively working with a contractor to design facilities on the territory of the production base. The main project of Mangystau Oil Refining LLP is the modernization of the complex for the processing of hydrocarbon raw materials, the commissioning of which is planned in 2024.

The strategic goal of Mangystau Oil Refining, LLP is the creation of the most efficient production, highly competitive products in the Kazakhstan and foreign markets.
The mission of Mangystau Oil Refining, LLP is to promote the economic growth of the Mangystau region, social stability, promote prosperity and progress, ensure the preservation of a favorable environment and maximize the use of purchased crude oil in the production of high value added products. To be a reliable supplier of manufactured products in the markets for the consumption of petroleum products, thus meeting the needs of society in them.
